From a very early age, children were expected to do all they could to help their parents, this was necessary in order for the family to survive. Life was quite different in a wealthy home- there was plenty of space, good food and clothes, and no duties to do as a child. However all children were expected to be seen and not heard, and to respect their elders. Society was firmly divided into three parts in the Victorian era, there were upper class, middle class, and working class people. Pip is an orphan, he lives with his sister and her husband Joe Gargery. Pips family are working class as Joe does hard, manual work. Exploring whether are Criminals Born or Made A criminal can be defined as a person who has committed a crime. It does not matter whether one has committed a crime once or numerous times. Offences that may make one qualify to be called a criminal may include, robbery with violence, murder and so on. One may wonder why is it that some people have the habit of continually committing such crimes while others dont? Is it a matter of inheriting some genes from the family or is it ones on desire to do so? These questions and many more are some reasons that have brought about a fiery argument from the subject of criminology in the expedition to find the source of criminal behaviour in our society today and also ways of dealing with such kind of behaviour in our society. This essay will bring out factors that may lead to answering some of these questions looking at both approaches whether one is born a criminal or is forced to become a criminal because of some other factors like environment. Nevertheless, the essay will take a position and argue that these criminals are made and that no one is born a criminal. This is a behaviour some people obtain due to either by their own choice or factors from their environment. Psychologists have come up with many assumptions and intentions as to why individuals commit crimes. The two main clarifications lie in genetic and environmental factors, which conveys to the nature and nurture debate. Some argue that criminals are born, these are philosophers and scientists who believe that the genetics play a role in a persons behaviour and thus criminals are as a result of the same; these are twin and adoption studies. On the other hand there are also studies that have been conducted to prove that criminals are made by society, these are scientist and philosophers who consider that it is the environment, such as a persons interaction with the society that models behaviour of the individual. Some psychologists and medical researchers have come to the theory that criminal behaviour is hereditary just as other medical conditions, such as heart disease and high cholesterol. This gives a conclusion that criminals have a tendency to commit crime and are indeed born (Wasserman D (2004). On the other hand, an individual who is not genetically inclined to criminal behaviour can be forced by the environment to get involved in to the same. Peer pressure is one of best illustration in such cases. Most of the criminals today are from big cities where living conditions are somehow hostile. One of the major factors that drive such individuals to criminal behaviour is poverty, which in this case lies in the nature side of the debate. That is to say, poverty, which is an environmental factor, also plays a huge role in producing criminal behaviour (Baatz, Darrow, 2009).. A study on identical twins in a University in Florida carried out in 2007 shows that the relationship of criminal behaviour of identical and fraternal twins were evaluated with each other in these studies; it was concluded that rates of participation in criminal acts to be more alike for pairs of identical twins compared to fraternal. However, critics dispute that reasons other than that of hereditary could be the cause for the result. Identical twins are more often than not closely emotionally involved to each other because of the aforesaid factors, making them similar in approach and behaviour including, involvement in criminal activity. The answer to such a question rely in part on whether one believes that factors reducing but not getting rid of ones ability for willpower ought to reduce moral accountability for ones behaviour. However, poverty is not the only environmental factor that may lead an individual to crime. This is to say that criminal behavior can be controlled by the environmental factors like what lessons one is taught. Still, not all criminals come from modest background or from big cities, some also come from well-off families living in outer edge. These are mostly peer influence, naturally human beings are sensible, and they freely make decisions even though they understand the outcome of their own choices. Thus criminals are not born but made. The old proverb says that wicked group damage decent principles. Relating with criminals can make an individual to end up as a criminal. This may be the major motive why children from well-off families obtain criminal behaviour. An Insight into Michael Collin’s Life

In 1916 during the Easter Rising his role was relatively low key, but y 1922 he ultimately gave his life in the Civil War for what he believed in. Michael Collins took part in the Easter Rising in Dublin. He fought alongside others in the General Post Office, and he was singled out as the most active and efficient officer in the place' by Despond Fitzgerald, who had been put in charge of the General Post Office canteen. L This would suggest that Collins always had leadership qualities and a passion for Ireland's Freedom, which would play such an important part in later events such as the treaty negotiations of 1922.It would also imply that he had an important part In the Rising. The source is from one of his close associates who were on the same side as Collins in the Rising and therefore it will be in Collins favor towards his significance in the Rising.Also, Despond Fitzgerald isn't the right person to edge his part in the rising because he was in charge of the Canteen, so only really saw Collins during meal times, which isn't when he would be making decisions or under pressure from the British forces closing in. Despond Ryan, however, fought alongside Collins in the General post Office, paints the image of Collins very different to Fitzgerald. He said that Collins ‘sat in a corner, a look of horror in his eyes, a pallor spreading across his face†¦ Straining his control to breaking point'2 this suggests that he wasn't efficient or significant and broke under the pressure of the Rising.Therefore, this indicates the Rising could have happened without Michael Collins. Then, he pulled and the drawer slid open with a squeak. â€Å"Thanks, Oscar,† Shakton called as the dog trotted off. â€Å"Hey, Shakton, is that you? † Corn on the Cob asked from where she sat at the back of the drawer. â€Å"Yep, that’s me! † Shakton answered, jumping down into the drawer. Corn on the Cob ran over and gave her a hug. â€Å"I need your help,† Shakton began, returning his friend’s hug. Of course, anything! † And so Shakton explained the Jones’ problem. When he finished Corn on the Cob gasped in horror. â€Å"Oh, Shakton, that’s awful! What do you need me to do? † she asked. â€Å"I need you to come with me to the dining room table to show that it can be fun to eat good foods. We ha ve to be there by supper time, and I still have to pick up to other friends. † â€Å"Let’s go, then! What are we waiting for? † Corn on the Cob exclaimed. As Shakton and Corn on the Cob climbed out of the drawer, Shakton asked his friend who else they should bring along to the dining room. Corn on the Cob paused on the edge of the drawer, thinking, before jumping down onto the floor where Shakton waited. â€Å"Mr. and Mrs. Jones might not be interested in fun foods like me at their age†¦Ã¢â‚¬  Corn on the Cob said sadly. â€Å"What about BlueBerry? He’s a bit more suited to their fruity pallet,† Shakton suggested. â€Å"Good idea,† Corn on the Cob agreed. Shakton and Corn on the Cob had to ask some of the other inhabitants of the fridge where BlueBerry lived, but eventually they found out where he usually stayed. It was a small drawer on the very top shelf on the Pantry Door. From where they stood on the bottom shelf, Shakton and Corn on the Cob looked way, way up to see where he lived. â€Å"How are we ever going to get up there? † Corn on the Cob fretted. â€Å"We’ll figure out a way. After all, I’m not in charge of the Protein food group for nothing! † Shakton encouraged. â€Å"Let’s think for a minute and see if we come up with anything,† Corn on the Cob suggested. Shakton agreed, and together they sat with legs crossed, chins resting on one hand, thinking hard. â€Å"I know! † Corn on the Cob suddenly yelled. â€Å"Let’s ask Spaghetti for help! â€Å"What a good idea,† Shakton said, and so they went over to the drawer where Mrs. Jones kept all the leftovers. The Leftover Drawer was a dark and scary place. Meatloaf and Lima Beans were not always the very nicest sort of foods, and it was hard to find your way around this drawer. Some foods got lost here, and never saw the light of day agai n until Mrs. Jones did her once-every-2-months-cleaning-of-the-refrigerator. However, Spaghetti was a new arrival to this drawer, having only been served for the first time 2 days ago. Luckily for Shakton and Corn on the Cob, that meant she lived near the front of the drawer. After several minutes, they found her. She was sleeping soundly in a large, noodle-y mass under a blanket of tomato sauce with her pet meatballs at her side. Shakton had a terrible time trying to wake Spaghetti up. He and Corn on the Cob tried poking Spaghetti, shouting, clapping their hands, and loudly singing in squeaky, off-key voices. Finally, their efforts were rewarded and Spaghetti woke up. Then Shakton and Corn on the Cob had to sit and catch their breath for minute before asking for help. â€Å"We need your help, Spaghetti,† Shakton began. â€Å"Yeah, we’re trying to get to the top of the Door to visit BlueBerry. But it’s too high up for us and there’s no way to climb up by ourselves,† Corn on the Cob continued. â€Å"Can you help us get up to the Top Shelf so we can climb across to the drawer on the door where BlueBerry lives? † Shakton finished. Spaghetti thought for a moment before answering, â€Å"Sure, I’ll help, but I never do something for nothing. While you’re up there in the Door, will you give a message to my friend Grated Parmesan for me? † â€Å"Yes, if you’ll just help us up there! † Shakton agreed. â€Å"All right, it’s a deal,† Spaghetti said. â€Å"Tell Parmesan hat she and I are supposed to be served for dinner tonight, so she had better not make any plans and be out partying in the very back of the refrigerator like last time! † The three of them made their way out of the creepy, shadowy leftover-drawer and Spaghetti began making a plan: â€Å"I’ll reach up to the next shelf and youâ⠂¬â„¢ll climb up along my arm,† she said. Her noodle arms were very, very long, and she would have no problem reaching way up to the next shelf. Shakton and Corn on the Cob nodded and Spaghetti continued, â€Å"Then I’ll pull myself up and we’ll do the same thing over again. I’m not entirely sure how you’ll get over onto the door, but I can at least take you as far as the Top Shelf. † â€Å"Thank you for helping us at least that much! † Shakton said gratefully. He really meant what he said. The three carried out their plan without a single thing going wrong, and eventually they reached the Top Shelf. â€Å"Here, I must leave you,† Spaghetti said sadly. Shakton gave her new friend a hug. â€Å"Thank you again for helping us. I don’t know how we would have made it up here without you! † â€Å"You’re welcome, Shakton. Good luck on your mission! † Spaghetti said, then began to go back down to the Leftover Drawer. A kindly tall, skinny cardboard pint of cream was more than willing to lean over and let Shakton and Corn on the Cob climb up his back to reach the Door. They had to quickly deliver Spaghetti’s message to Grated Parmesan, then they were on their way again. Finally, the two reached BlueBerry’s home. He was more than willing to come along- in fact, he was quite honored to be chosen as a representative of the Carbohydrate group. â€Å"Wait, there’s only Corn on the Cob and I†¦ doesn’t that mean you still need to get one more food? † he suddenly asked as they slid down the refrigerator door handle and onto the floor. You’re right,† Shakton realized. He looked at his friends, thinking about whom else he should bring along. He smacked her fist onto her palm, shouting, â€Å"I know! Let’s go get Ants on a Log! † Corn on the cob and BlueBerry looked at each other, puzzled. â€Å"Who’s that? † they asked at the same time. â€Å"Oh, you’ve probably never heard of him. He’s new to the Kitchen. Anyway, he’s on a plate on the counter, beside the sink. † Shakton, BlueBerry, and Corn on the Cob, scurried across the floor, very careful not to disturb the sleeping cat as they went by. They were all very glad that Mrs. Jones had been interrupted a while ago while sweeping the floors, because the broom was leaning up against the counter. It was pretty easy to climb up the broom handle and onto the counter after all that Shakton and Corn on the Cob went through to get to BlueBerry. When they had all climbed up the broom handle, they hurried over to the white plate sitting there a foot away. The Ants on a Log family were all lying around on the plate, chatting with each other. They all looked exactly alike! Shakton ran over ahead of the other two. â€Å"Hello! I’m Shakton Carbohydrate,† she said. All six of them turned and looked at her. â€Å"Hello,† they all said at once. They looked very friendly. Shakton quickly told them about the Jones’ eating problems (for the third time that day) and asked them if one of them would come with her to the dining room table at supper time. â€Å"Oh, yes. Allan will go with you! † one of them said cheerfully. â€Å"Thank you! † Shakton exclaimed gratefully. He looked quickly over her shoulder at the large clock on the wall. Oh no! It was almost 6:30! They had only five minutes to get to the dining room table. Would they make it in time? We have to hurry,† Shakton shouted. â€Å"Let’s go! † They all slid down the broom handle and ran across the kitchen. It was a very big kitchen, and they couldn’t run very fast on their short little legs. There was only two minutes left when they finally reached the dining room. They hurried over to the table, and then struggled to climb up one of its l egs. At long last, they all made it up onto the tabletop. They sat down tiredly, panting to get their breath back. â€Å"Shakton, you made it! Good job! † Norman Nutrition called from the middle of the table, where he sat beside the salt shaker. I knew I could count on you. † Shakton was very pleased when she saw many of her friends there beside Norman. Penelope Protein was there with her 3 representatives, along with Frances Fat, Phil Fiber, and Wally Water. Of course, the Jones family was there, too. They listened while Norman Nutrition explained that they were here to help them eat better so they could be healthier. Then, the leaders of each of the food groups took turns talking about their jobs. When it was Shakton’s turn he said: â€Å"My job in maintaining your bodies is to help build gain energy so you can run, jump, and play. I brought three friends with me. Corn has lots of carbs, but Corn on the Cob is more fun than other kinds, don’t you think? BlueBerry can be very fruity, and he’s all about carbs! Ants on a Log gets his carbs from the Peanut Butter he’s made with. † After everyone had gotten a turn to talk, Norman turned to the Jones. â€Å"After what you’ve learned, will you promise to eat better foods? † he asked. They all nodded. Shakton was tired that night, but very happy that the mission was a success. He knew if the Jones ate properly, they would live very happy lives.

Youth Homelessness

Youth Homelessness Free Online Research Papers More than 1.3 million children are homeless at some time each year ( Ellen, Bassuk, Friedman, and M.D, 2005). 1 in 8 youth will leave home and become homeless in need of resources (DuRolf, 2004). Throughout the country homeless youth have the same characteristics: exposure to physical violence, mental health problems, substance abuse, sexual, and mental abuse. They are often isolated with no family ties and few friends. Many have been raised in foster homes, have a lack of education and skills, and suffer from poor physical health (CBC, 2009). Homelessness is defined as to be without a place to live. The homeless can be categorized into 3 subgroups(Casavant, 1999): The Chronically Homeless: This group includes people who live on the outskirts of society and who often face problems with substance abuse and mental illness (Casavant, 1999). The Cyclically Homeless: This group include individuals who have lost their homes for various reasons, such as a loss of job, a move, a prison term or a hospital stay (Casavant, 1999). The Temporarily Homeless: This group includes those who are without accommodations for a relatively short period of time. People who have lost their homes due to natural disaster often fall into this category (Casavant, 1999). There are many factors to how one becomes homeless; loss of job, marital failure, natural disaster, substance abuse and mental illness. When it comes to youth homelessness the reasons tend to revolve around the family (CBC, 2009). Runaways are the majority of youth who are homeless. Thousands of children run away from home each year in Canada. In 1995, 75% of the 56,749 children who were reported missing to the police where runaways. These youth tend to leave home due to sexual, emotional, and physical abuse (CBC, 2009). In 2004, 872,000 children were reported to child protective agencies to be victims of child abuse (Meghan’s Law – Information on Registered Sex offenders, 2006). Prior to leaving home, 43% of youth report being beaten by a caretaker, and 1 in 4 have had caretakers request sexual activity (Whitbeck, 2002). Almost half of homeless youth witnessed domestic violence (Homes for homeless and Institute for children and poverty, 1999). Some runaways reported leaving home because of their parents’ drug and alcohol abuse. 44% of homeless youth report that one or both of their parents have received treatment for alcohol, drug, or psychological problems (Goldstein, 1998). A large portion of homeless youth has some involvement with the child welfare system. These youth had once lived in foster homes or youth shelters and have now fled to the streets (CBC, 2009). Nearly 20,000 youth are emancipated from foster care each year. (Department of Health and Human Services, 2005) 65% of emancipated foster youth lack stable housing (Child and Youth Permanency Branch, 2005). A shortage of good jobs and affordable housing are a contributing factor to youth homelessness. Many youth live on the streets because their families became homeless. A study by the Children’s Aid Society of Toronto (CAS) found that in 2000, housing was a factor in 1 in 5 cases where children were taken into care. A lack of housing caused a delay in returning children home to their parents (CBC, 2009). Homeless youth stay in a variety of places; they don’t all end up sleeping on street grates or in doorways. A 1999 Toronto based survey found that (CBC, 2009): 60% of street youth are staying in one of Toronto’s youth shelters (CBC, 2009). 25% of street youth are staying in apartments (92% were staying with friends and ‘couch surfing’) (CBC, 2009). 15% were staying on the streets of which 4% were living in squats, and 9% in parks, alleys, and doorways (CBC, 2009). Experts are calling homeless shelters a band-aid-solution that only offers a hot meal and a place to sleep. Yet some experts argue that there is some shelters that are quite innovative. The occupancy of youth using shelters is about 80%. Many youth would rather live under bridges in squats, or on the streets than indoors(CBC, 2009). Many people raise the question why don’t homeless people just get a job? Homeless people have different ways of getting money. A 1999 Toronto based survey found that (CBC, 2009): 36% of street youth earn money by begging and squeegeeing (CBC, 2009). 19% do break and enters or sell drugs (CBC, 2009). 18% receive social assistance (CBC, 2009). 10% engage in sex trade work (CBC, 2009). Some homeless youth find legitimate jobs in areas such as; general labour, painting, welding, bike carriers, cooks, cashiers, telemarketing, babysitting, and retail sales (CBC, 2009). Most homeless youth have worked in the sex trade. Male and female, 31% reported engaging in street prostitution, phone and Internet sex, or massage/stripping at least once in their lives. On average, sex trade workers had left home at a younger age and had been on the streets the longest. They likely grew up in foster homes, and left home because of problems pertaining to both physical and sexual assault. They were also the least educated (CBC, 2009). When these youth were asked if they would like to have legitimate employment, 83% of males and 87% of females said yes. This indicates that street youth are unhappy about making their money through the sex trade, and would rather paid employment (CBC, 2009). Some factors that are holding homeless youth from paid employment include; no fixed address, lack of skills and experience, no phone, no transportation to and from work or to even find work, unsuitable wardrobe, legal problems, lack of motivation, health problems and literacy problems (CBC, 2009). Homeless youth face many hazards such as: being attacked by predators, teen pregnancies, and physical and mental health problems (CBC, 2009). 45% of street youth reported being attacked in the year of 2006. Only 6.3% of their non-homeless peers reported being attacked. 42% of street youth reported being assaulted or threatened with sexual assault (CBC, 2009). Teen pregnancy is an ongoing issue for street youth. The rate of street women getting pregnant is 2 to 3 times greater than non-homeless women. The younger the women became homeless and the longer they stayed on the streets, the greater the probability they would become pregnant. The average age for street women becoming pregnant is 16 years old (CBC, 2009). A study conducted in 1997-1998, by the Hospital for Sick Children and the Shout Clinic found that among 93 street involved females, an alarming number have had pregnancies. 59% of the youth reported that they have been or are currently pregnant. At the time of their first pregnancies 29% of the youth were living on the streets, 27% in shelters, and 43% with friends or family (CBC, 2009). 32% of all pregnancies were miscarried. Miscarriages are 2 to 4 times higher among street youth than the general population. This was due to poor nutrition, substance abuse and sexually transmitted infections. 22% were terminated by choice, 34% delivered, and 12% were still pregnant (CBC, 2009). The reason street pregnancies are so high is connected to socio-economic status and self-esteem: many feel that the responsibility of caring for a child may give them a sense of empowerment. They feel it may bring a traumatic change to bad situations. They are also less likely to use protection, due to a lack of responsibility and understanding (CBC, 2009). The health risks to street babies include: being born premature, babies are stunted in their physical development, fungal infections in their mouth, skin rashes, diaper rashes, feeding problems, other issues like FAS is common with street babies (CBC, 2009). A 1992 survey showed that 92% of Ottawa street youth had attempted suicide. Street youth experience a range of physical, psychological and emotional health problems. These are related to unsanitary and precarious living conditions, inadequate nutrition, violence, alcohol and drug use, risky sexual behaviours, low-self-esteem and ongoing social rejection (Chenier, 1999). Facts about hazards homeless youth face: Homeless youth suffer twice as many ear infections, have four times the rate of asthma, and have 5 times more digestive problems (Bassuk and Friedman,2005). The number of homeless youth diagnosed with learning disabilities is double compared to the rate of non-homeless youth ( Newton, MA, 1999). 75% of homeless youth have dropped out of school (Grayson, 2002). One in 3 homeless youth has a major mental disorder by the time they’re 8 years old (Bertie, 1999). The rate for substance use disorders among homeless youth is 85% (Bertie, 1999). Each year Canadian taxpayers are spending roughly $1 billion to deal with homelessness. The city of Toronto and the Ontario government spend roughly $120-million a year to fund the 65 permanent shelters and Out of the Cold programs (CBC, 2009). In BC it costs the government 33% more to provide health care, criminal justice and social services to a homeless person than a socially housed unemployed person ($24,000 a year, compared to $18,000 a year). The combined service and shelter costs of the homeless people ranged from $30,000 to $40,000 per person for one year (including the costs of staying in a homeless shelter) (CBC, 2009). A BC study showed it costs (CBC, 2009): $155-$250 a night in a provincial correctional facility (CBC, 2009). $380 a night in a psychiatric hospital (CBC, 2009). $60-$85 a night for emergency homeless shelters, which include meals and services (CBC, 2009) $80-$185 a night in a Detoxification Centre (CBC, 2009). It has been estimated that to virtually eliminate the homeless, it would cost all levels of government in Canada $3.5 billion. This would go to pay for affordable housing, income support (like welfare) and some support services (CBC, 2009). There are several programs across the country for homeless youth: Street Reach, St.John’s, NL Street Reach was formed in 2004. Street reach targets youth with multiple issues including addictions, housing, prostitution, poverty, justice, health etc. Their goal is to provide youth with information and referrals to appropriate services, provide food resources, information and support to youth and anyone in need of services. Street Reach primarily serves youth aged 15-29 who are disconnected from support services(Community Youth Network: St.John’s, NL, 2007). Choices for Youth, St.John’s, NL Choices for Youth opened in 2004; they provide moving assistance to low-income families who are relocating residence. Choices for Youth is a community based supported housing program. They focus their attention on youth aged 12-29 (Raising the Roof, 2003). Ndinawe, Winnipeg A culturally based resource that offers community based programs to marginalized youth, including those involved in or at risk sexual exploitation. As for the case of its economy, in 2008, its per capita GDP was nearly RMB 40,000 yuan (US$ 5,700) and nominal GDP was over RMB 3 trillion yuan (US$428 billion), at an annual growth rate of 12.5%. Zanzibar Zanzibar consists of two main islands namely Unguja and Pemba with the total areas of 2,654 square kilometers, and a number of smaller islets and some of which are uninhabited. All sides of western, eastern, northern and southern are surrounded by the Indian Ocean. The Islands be positioned about 40 kilometers off the coast of Mainland Tanzania from the western part and located between latitudes 5 and 7 degrees south of the Equator. Still Zanzibar is close to the East African countries which including Kenya, Uganda and Tanzania itself. In 1964, Zanzibar combined with Tanganyika to form the United Republic of Tanzania. However Zanzibar holds considerable autonomy over her internal affairs and has her own legislature, judiciary and an executive. Additionally, Zanzibar follows a multiparty democracy and the president, members of parliaments and local governments are elected through popular vote in every five years. According to the census conducted in 2002, Zanzibar had a population of 981,754 residents, with a growth rate of 3.1 percent and a population density of 370 per square kilometers. Of the total population 54% is in the age group of 15-55 years old which is indicative of the size of the active labor force. Up to 2005 population reached to about 1,072,000. According to Zanzibar Statistical Abstract (ZSA), 2007, about 1.1 million (i.e. 1,136,100) populations are estimated until 2007 and out of that 40% live in urban area, and remaining 60% are settled in rural areas. As Zanzibars population is relatively young, and it is projected that about 2 to 3 percent of the population join labor force every year. Zanzibar relies on three major sectors including agriculture, industry and services. In 2008 the growth domestic produ ct (GDP) rate was about 747.9 billion Tanzania shillings compared to 586.4 billion (TSH) in 2007. And the government has carry out various policy and structural reforms with the objective of achieving stable macro-economic conditions and sustainable economic environment. Statement of the problem As far as human rights is concerned, socio-economic development is very essential thing that nation has to take into account, unless otherwise, it can create a serious problem within the nation. This is due to the fact that, it represent with other aspects like education, health, communication (infrastructure) and individual consumption (per capita income). Until now, we have studied macroeconomic interactions between industrialized countries market economies like those of the United States and Western Europe. Richly endowed with capital and skilled labor, these politically stable countries generate high levels of GNP for their residents (Krugman, et al. 2003). In 1978, China opened up the door to the outside the world and encourage more foreign direct investments (FDI). Opening the economy up to trade would encourage more intensive use of existing factors of production (Husted, et al. 2001). This is because; foreign firms located in the province and helped a lot in expanding the local industries and promote production capacity as well as export sectors. With such benefits from now on wards, it is very important for Zanzibar also to persuade foreign direct investment in order to address those challenges facing. Therefore the most important thing first is to improve those mentioned factors. From this perspective, the study looked at socio-economic development of Jiangsu province on how does it well performed until it reached the present state of among the leading province in China. Indeed Zanzibar is fighting for improving the economic situation on different environment and as a result it performs poor. Hence, this study will be highly interesting in establishing the torch for Zanzibar in which can be used as a light to see what Jiangsu province did and learn from them if possible, in certain level and take certain not all that can be affordable to be implemented according to limited resources it has, so as to make the country in to better stage for the future sustainable economic performance and finally poverty reduction. In addition to that, this study was guided by the questions among others are: What are the motives for socio-economic development? What responsibility of economic development must bear? Should government pursue economic growth primarily or focus on poverty reduction? Is growth good for poor? What Zanzibar should do? Objective of the Study In recent years economic growth has come to occupy an exalted position in the hierarchy of goals of government policy, both in the United States and abroad, both in advanced and in less developed countries, both in centrally controlled and decentralized economies (Tobin, 1964). And this is very important thing for rural development as well building their capacities. Ethiopia is one among the African landlocked (non-coastal) country which has an area of 1.13 million square kilometers (437,794 sq miles), the second for having high number of populations around 85.8 million, life expectancy is about 54 years (men), 56 years (women), ( UN, 2009). Coffee, oilseeds, hides, beeswax and sugarcane are the main exports goods for the country, and its gross national income according to the World Bank 2008, was around US $280. On the side of natural resources, this country comprised of a number of them including potash, salt, gold, copper, platinum and natural gas. For certain extent its economy depends on agriculture accounting half of the GDP (60% of exports and 80% of employment) which mostly relies on rainfall, but is one among the leading coffee producers in Africa. In 2002, coffee alone contributed amount of US $ 156 million, in which the year after the overall agricultural products two percents declined due to the drought and poor methods of farming. Example, it shows in the graph below, that the share of agriculture in 2002/2003 dropped 40% from 43% in year 2001/2002. Also it then added that since 1991, there has been attempts to improve the economy, however has been some political opposition to the policies as well as a 2008 drought which slowed progress even if it has many rivers but few of them used in irrigation purposes. The effectiveness of these policies is reflected in the 10% yearly growth from 2003-2008. Among other things, GDP Ethiopia showed gradually increase since 1980s. Various additional Ethiopia economic activities are based on agriculture accounted for about 41% of GDP, 80% of exports and 80% of the labor force. In 2007, experience a higher annual GDP whereby agricultural goods took a higher portion on exports in which coffee was the largest foreign exchange earners of a country. Small scale farmers and enterprises are the main sole producers of the export products based on cash crops goods. In Africa, is the second producer of the maize and reported to account 15% in 1987 of GDP. The gross national income (GNI) for 2005 was $11.1billion, with a per capita GNI increased from US $ 90 (UNICEF, 2003), US $ 160.00 (World Development Indicators database, April 2006) up to US$ 170 in 2006. In 2009, the GNP per capita reached US $1541 resulted in improved the life expectancy to 54 years for men and for women 56years, from 44.6 years for men and 46.7 years for women in 2001, (UN). Here again, the share for agriculture in GDP in the year 2006 was 47.3%, w hile industry, manufacturing and services were 13.5%, 5.3% and 39.2% respectively. In a fiscal year of 2007-2008, agriculture commodities headed by coffee contributed 45% of GDP in a country, while industries including textiles, processed foods, construction, cement and hydroelectric power all together contributed 13% of GDP and services amounted to 42% of GDP. In addition to that the annual growth rate accounted for about 8.5%, and per capita GDP reached to about $800 in the year 2008. As far as trade was concerned, in 2005 export was US $612million and import was US$2.722 billion. The economy showed improving a bit differently from 2006, such that merchandise exports and imports accounted for US$ 1,014.0 and US $4,494 million respectively. Despite these economic improvements, urban and rural poverty remains an issue in the country. This was due to the fact that, on one angle people especially male moved from rural to urban area to the sense that they can find good living conditions. At the same time they left their wives out of pocket with a heavy work burden of taking care of children. Thus was in turn not only to child labor where most of them are not educated and not well paid, malnutrition and illiteracy as well. In spite of that, other factors making people migrate from one place to another generally, like economic, demographic, political and other related factors, such as population pressure, environmental disasters, poverty and conflicts. For example Africa in particular, the development of transportation systems, the monetization of the economy and the deliberate development of mining enclaves and plantation agriculture together with a series of recruitment policies (compulsory recruitment, contract and forced labor legislation and agreements) stimulated regional labor migration from Mali, Togo and Upper Volta to Gold Coast and Coˆ  tedIvoire (Adepoju, 2005; Adebusoye, 2006). These migrations between African countries brought by the fact that; socio-economic as well as historical factors differ among each other. But back to 1998 when Ethiopia has a war with Eritrea, this resulted into slow of agricultural productions that has a huge impacts on exports for foreign exchange income to the country. Here again, low government revenue, due to the fallen of collection of tax contributed to the small number of tourist that arrived in the country for the period of 1999. In Ethiopia particular, overall people living below poverty line were 50% in 2005. It was reported that, in 2008 about 16% of the populations were still living with less than one dollar a day. Whereby only 65% of the rural families can eat the WHOs minimum average of food per day, and about 42% of five years children of age were underweight. According to the Dercon Stefan, (1999), the poor typically have less to economic infrastructure, such as transport, all weather roads or communication services. He then added that, although distances to social infrastructure are not necessarily much different between the poor and rich, the poor rely much more on self-treatment, including traditional means, and cheaper forms of health care such as pharmacies and rural drugs venders. These will in turn to most poor depending mainly to the agriculture with poor farming skills that resulting to have low harvests. On the other hand, low capitals for purchasing fertilizers as well as pesticides in orde r to have good harvests which still remain the challenge. In connection to this the poor do not have the necessary technology and resources, in terms of money and so on, to be able to change and adopt (Primw minister -Meles Zenawi (2009)). Similarly, according to the World Bank reported 2009, in 2001/2002, firms reported a range of serious obstacles, including poor infrastructure, regulatory barrios, administrative obstacles, and access to land and finance. The report added that by the 2006/2007 most of them had become insignificant problems. From the farmers perspective, in Ethiopian peasants lived for very many years in a terrible state of ignorance and gruesome conditions of deprivation and poverty (Gebru, 1991:3). From 1994 up to 2004, it was found that 21% remained poor through the whole period (Dercon et al, 2006). However with such condition, a bit improvement recognized in 1982, the percentage of people living below poverty line of $1 a day fell from 46% to 31.3% in 1995. Bu t according to the World Bank 2006 report, 22.5% were lived under the food poverty line of 1650 kcals per person per day. For many years, Ethiopia experienced a number of drought seasons that threatened the livelihood of citizens and caused a food shortage. For example from 1978-1998 alone, the country was in drought which has an effect on losing per capita income and consumption as well, resulted in to looking for food support from international agencies. In facts, there is no clear cut that shows the declining or increasing of poverty in Ethiopia. For example, in supporting by the World Bank 2005, at an aggregate level, there appears to have been little or no decline in overall poverty incident in Ethiopia since 1992, in which rural experienced decline of one or two percentages and urban has increased in recent years. In order positively respond to this world problem, Ethiopian government has set its target vision to be achieved which is to see Ethiopia become a country where democratic rule, good governance and social justice reign upon the involvement and free will of its people; and once extricating itself from poverty to become a middle-income economy (www.csa.gov.et). So that to reach this vision, the government also laid down a strategy to reduce poverty together with the achievement of millennium development goals (MDGs) called Program for Accelerated and Sustainable Development to End Poverty (PASDEP). The main aim of this plan was to push the country in to the economic growth position manly through agricultural productions by using new methods of farming together with subsidizing fertilizers, improved seeds and pesticides, as well as strengthening extension services. Not only that but also encouraging the participation of private sectors approach and without forget the public sectors in d elivering services. Based on agricultural activities and its development meaning that, this is the first step to approach the growth and further poverty reduction that will end up to the industrial improvement which will automatically provide employment for majority poor citizens. As far as rural development was concerned, education, food security and health program including safety net and HIV/AIDS issues are addressed. Many countries in the world put the economic growth as the most important goal to be achieved and poverty reduction followed after. To some extent, the government decided to provide assistance fund for majority of poor to give them support for the development of small business and encourage local markets. For example in 1997 and 2002 the amount reached around US$265 million a year, and then increased in the year after whereby drought hit the country (i.e 2003), (Ashley, Brown, et al. 2006). In 2005-2006, 55% off cash are given, 45% was food assistant and in 2007 safety net program reached about 8.3 million rural Ethiopian in different regions.
